POSITION PURPOSE:
Reporting to the Vice Chancellor of Human Resources and Equal Opportunity, this position is responsible for leadership in the District-wide management and administration of personnel policies and practices, including recruitment and employment, leave and related employment benefits, collective bargaining, classification and pay, performance management and training, HRIS, and employee and labor relations.


The Director reports to the Vice Chancellor of Human Resources/Equal Opportunity who provides policy direction and has executive level responsibility for all human resources related functions for the District. The Director is responsible to manage the core human resources functions, provide direction and support for daily operations, supervise staff, and coordinate with other programs and services related to or in support of the HR functions. The Director also serves as the chief negotiator for assigned employee unions and/or meet and confer groups. The Director presents reports on a wide variety of HR related issues and consults with all levels of District staff and union representatives. The Director may be assigned to serve on a variety of participatory and task specific committees, initiatives, teams and task forces as needed or requested. The Director acts in the absence of the Vice Chancellor of Human Resources and performs related duties as assigned.


KEY DUTIES and RESPONSIBILITIES:
The following duties and responsibilities are typical of, but not limited to, the following:
District Human Resources Leadership and Policy Administration:
  • The Director is responsible to administer, maintain, and update District personnel policies, procedures, collective bargaining agreements, and applicable laws and regulations, and to clearly articulate these to administrators and employees to ensure compliance and effective HR administration.
  • Participate in shared governance and collaborate on a variety of institutional issues including employee relations, HR administration, union relations, collective bargaining agreements, and related HR topics.
  • Provide training and professional development to employees and administrators on a one-to-one, small group, and large group basis. Keep District employees and management informed of changes in law, practice, and policy. Provide professional development and training to assist supervisors, managers, and administrators to develop the competencies required to effectively perform related supervision, management, and leadership responsibilities.

Labor Negotiations and Labor Relations
  • As chief negotiator for assigned collective bargaining and/or meet and confer units (typically classified employee units) recommend negotiation strategies, conduct cost analysis, research industry standards and best practices, and develop and present innovative and responsive proposals in both interest-based and positional bargaining environments. In conjunction with management and union bargaining teams work to achieve effective resolution to negotiations issues. May also assist with other employee groups such as administrative and faculty negotiations.
  • Develop and present training on human resources related topics and procedures, and as required to effectively implement collective bargaining agreements. Provide direction for and develop new employee orientation and staff development programs.
  • Administer grievance and disciplinary processes. Provide consultation and direction to administrators and supervisors on the resolution of employee disputes and conflict.

Employee Relations and Problem Solving
  • Respond to and address employee and labor relations issues, interests and concerns, including employee-supervisor issues, performance management, discipline, complaints, and investigations. Implement, administer and ensure compliance with federal and state laws, rules and regulations.
  • Assess performance issues including misconduct and behavioral concerns for potential liability. Conduct threat assessments. Take appropriate action to ensure safe operations and adherence to employee and employer rights and responsibilities. Refer employees for fitness for duty or functional capacity evaluations as required. Evaluate documentation and recommend appropriate action/response.
  • Recommend discipline. Prepare discipline documentation, reports, and correspondence. Issue discipline to employees.

Human Resources Operations: Classification and Compensation, Employment, Personnel Processing, and Recordkeeping
  • Coordinate the day-to-day operations of the Human Resources Department including recruitment and selection, equal opportunity and diversity outreach, compensation and classification, personnel processing, personnel recordkeeping, accommodations, personnel policies, employee appraisal and recognition, contract administration and employee relations; supervise, develop and evaluate Human Resources support staff.
  • Coordinate the development, implementation and modification of the human resources information system for the management of employee, retiree, contractor and related HR records and documentation. Serve as Department lead in the continued implementation of human resources information systems; facilitate continued modification following implementation.
  • Direct the classification and compensation system, for classified, supervisory and administrative positions including classification studies, salary survey analysis; and development of compensation and salary placement related recommendations.
  • Direct the recruitment and selection support services for authorized vacant positions. Ensure effective and efficient administration of electronic application and database systems, onboarding procedures and related functions.
  • Monitor and track budget expenditures; ensure compliance and effective use of resources.
  • Direct processing of personnel transactions, new hire authorizations and employee onboarding, employee separations, and recordkeeping.
  • Ensure compliance, organized recordkeeping, and effective use of resources and systems. Assist in the development and monitoring of department budget.

MINIMUM QUALIFICATIONS:
  1. Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  2. Bachelor's degree from an accredited institution in a relevant discipline.
  3. Increasingly responsible human resources management experience which demonstrates the attainment of competencies sufficient to successfully perform the essential functions of the position.
  4. At least one (1) year experience as a supervisor, manager, or administrator performing Human Resources administration duties, including experience conducting labor negotiations.

PREFERRED QUALIFICATIONS:
  1. Master's degree in a relevant discipline highly preferred.
  2. Human resources experience in public higher education and California community college, in particular, highly preferred.
  3. Experience serving as chief negotiator for labor contracts, highly preferred.
  4. SPHR certification.
  5. Demonstrated higher level critical thinking, problem solving, and analysis.
  6. Demonstrated problem solving response to challenges and willingness to seek creative solutions.
  7. Knowledge of and experience conducting interactive meetings for processing accommodation requests.
  8. Knowledge of and experience developing, administering, and implementing HR related policy and procedures.
  9. Knowledge of principles and processes and experience conducting threat assessment.
  10. Knowledge of and experience using a contemporary HRIS systems.
  11. Knowledge of principles and experience conducting job analysis, classification, and compensation.
