Position Information
The Principal Environemental Planner has specialized knowledge and professional experience in environmental planning and legal compliance, and serves as a campus-wide specialist in compliance of the California Environmental Quality Act (CEQA) and associated environmental laws and regulation. Ensures the timely preparation of environmental studies and CEQA documents, oversees development, implementation, and maintenance of Mitigation Monitoring and Reporting for campus capital improvement projects, as well as evaluating and approving environmental impact classification forms for campus projects, including major and minor capital projects, maintenance and renovations, off-campus properties and selected research projects. Responsible for the campus environmental record, and ensures that related public records are maintained and accessible. Contracts for and supervises the work of numerous environmental planning consultants in the preparation of environmental baseline studies, ad hoc studies, and CEQA documentation. Supports the Campus Architect and has a lead role in representing the office to the UC Office of the President, Office of General Counsel, the general public, as well as representing the campus's interests with local, state, and federal agencies. Has specialized knowledge and experience with processes for obtaining and complying with environmental permitting requirements of State and Federal Agencies. Minimum Requirements
Ability to manage complex assignments including developing concepts and obtaining state and federal approvals.
Demonstrated ability to exercise independent judgment based upon a working knowledge of planning, design, and construction industry.
Skilled at synthesizing and summarizing a variety of written materials. Ability to determine/locate sources of information.
Advanced written, verbal, and interpersonal communication skills, including advanced political acumen.
Ability to work with all levels in the organization and develop informal, cooperative relationships.
Ability to understand and interpret land use plans, master plans, open space plans, schematic design drawings, and working drawings.
Ability to set and meet aggressive commitments to achieve objectives.
Basic knowledge of traffic and civil engineering and working knowledge of land development and experience identifying possible limitations to development due to environmental constraints, access and circulation, etc.
Knowledge and understanding of legal statues and guidelines associated with CEQA as amended, including up to-date revisions, interpretations, and judicial decisions concerning its applications, Regental policy, and advanced experience supervising the preparation and review of environmental documents in this context.
Knowledge of planning methodology and techniques that can be applied to the physical planning process.
Ability to prepare and manage budgets for consulting services and special projects.
Ability to define problems and determine solutions, and to implement changes and to improve systems.
Advanced knowledge/skills in city planning, architecture, or other planning-related fields.
Ability to negotiate and exchange ideas, information and opinions with others to develop solutions.
Advanced analytical and project management skills.


Preferred Qualifications
Working knowledge of the use of computers as tools for correspondence, communication of design, budgeting, organization and presentation of information.

Advanced knowledge of the organization, including its architectural history, short and long range development plans, infrastructure and current, on-going and future design and construction plans.
