Job Description

The Contracts Administrator is the procurement professional responsible for administering complex procurement's including RFI's, RFQ's, RFP's, IFB's, Sole Sources, Purchase Orders, Construction Procurement, and Contracts. The Contracts Administrator will be expected to meet with College departments to gather requirements and process requests in accordance with NSHE policy, the NRS, CSN guidelines, and public procurement best practices. Prepares, writes, and reviews contracts to ensure compliance with policy, legal standards, and insurance requirements all in the best interest of the College. Reviews purchase requisitions for procurement requirements, issues Purchase Orders, negotiates pricing, and ensures all necessary backup documentation is attached including quotes, insurance, licenses, etc.

Required Qualifications
  • Bachelors' degree in Business or a related field from an accredited college/university and 5 years of related/comparable professional experience or an equivalent combination of education and experience.


Preferred Qualifications
  • Strong familiarity of essential elements of a contract
  • C.P.M, C.P.S.M., C.P.P.O., etc. certification
  • Advanced skills in contract review, editing, and creation
  • Advanced knowledge and experience in public procurement concepts
  • Leadership qualities
  • Experience creating IFB/RFP/RFQ documents
  • Experience negotiating contract terms
  • Strong customer support skills
  • Knowledge of NRS and NSHE policy as it relates to purchasing
  • Ability to speak in front of crowds
  • Excellent writing skills
  • Ability to handle many projects and procurements at same time
  • Knowledge of a college P-Card Program
  • Knowledge of requirements for Purchase Order issuance including insurance, quotes, licensing, etc.
  • Experience interacting with suppliers
  • Experience reviewing sourcing data to determine value and strategic contracting options
  • Familiarity with an e-procurement system
  • Experience evaluating and reviewing solicitation proposals for responsiveness
  • Ability to work effectively with a diverse group of individuals in a manner that contributes to building and maintaining an effective and cohesive work team
