Job Summary:
  • The College of Social Sciences and the School of Social Work at Eastern Washington University invites applications for a Family Engagement Specialist positions for their Interstate Compact on the Placement of Children (ICPC) located in Coeur d'Alene, Idaho.
  • Under direction of the ICPC Supervisor, provides family engagement services to children and families served by Department of Health and Welfare within Region3 (Adams, Washington, Payette, Gem, Canyon, Owyhee). Responsibilities are focused on assessing youth and family needs and networking to meet those needs through training, facilitation of family engagement meetings. Monthly travel is required to attend meetings and/or fulfill other work related functions.

Required Qualifications:
  • Bachelors Degree in Social Work, the Behavioral Sciences, Child Development, Education, or related field, and Masters Degree in Social Work preferred.
  • Knowledge of Foster Care System of Care
  • Ability to engage individuals of all ages and functional levels.
  • Excellent verbal and written communication skills.
  • Exhibits flexibility to occasionally work evenings and weekends.
  • Maintains a positive, helpful, constructive attitude and work relationship with supervisor, college staff, families, Department of Health and Welfare, foster parents, and the community.


Preferred Qualifications:
  • Masters Degree in a related field such as Social Work, Child Development, Education, or another related field.

Job Duties:

Responsibility / Duty:
ICPC Preparation, Facilitation and Topical Training
  • Within one (1) working day of receiving the referral, the ICPC Specialist shall contact the DHW worker who referred the case.
  • Develop plan for ICPC meetings to guide discussion, and include declaration of meeting purpose and goals.
  • Prepare families, DHW workers, and community members for the meetings
  • Assist with facilitation of sharing of strengths, concern and support services
  • Determine when family support will include combination of voluntary plans and plans that require court order
  • Promote and reinforce ICPC core values-every child has right to be safe, families have strengths, etc.
  • Promote collaboration and leadership of family groups in development and implementation of plans supporting children
  • Oversee ICPC so family plans are developed to ensure children are cared for and protected from future harm
  • Organize meeting logistics such as agenda, meeting dates and time, etc.

  • Maintain email communication with workers and community partners
  • Provide a summary of the conference to family participants, DHW workers, and community partners directly following the meeting.
  • Tracking meetings and data in SharePoint and iCARE
  • Meeting Participation
    • Attend ICPC team meetings.
    • Participate in Health and Welfare staff meetings, as appropriate.
    • Attend scheduled supervision meetings.
    • Promote ICPC throughout DHW and the community

Conditions of Employment:
  • This is a 100% administrative exempt position funded under a grant contract. Continuation of the position is contingent on availability of contract funding.
  • Position is located in Nampa, Idaho, covering Region 3 (Adams, Washington, Payette, Gem, Canyon, Owyhee)
  • Required Condition of Employment: Must have transportation, a valid drivers license, and a clean driving record, including no DUI citations.
  • Travel will occur throughout the state of Idaho, and could include multi-day/overnight trips. Travel will be required for supervision, training purposes, and multi-day conferences. Use of personal vehicle is reimbursed at the approved rate per Idaho State Travel Policy and Procedures in effect on date of travel.

Salary Information: Salary hiring range for this position is $55,224 $57,000 DOE/DOQ.
