Job Description:
Job Function and Scope:

The State University of New York Board of Trustees established the SUNY Charter Schools Institute in February 1999, and charged it with evaluating proposals for new charter schools; ongoing monitoring of student academic performance, fiscal soundness, and overall school operations; and presenting charter renewal findings and recommendations to the SUNY Trustees.

Reporting to the Director of School Operations Data, the School Operations Data Analyst is responsible for the on-going gathering, tracking, analysis and reporting on information associated with monitoring charter school compliance, governance, handling public Freedom of Information Law (FOIL) requests for information from the public, and other related tasks. The Analyst will interact with proposed, opening, and operating charter schools, boards, leadership and staff, and charter management and partner organizations to determine compliance status and escalate significant issues as appropriate. The Analyst will also coordinate and travel to conduct hearings, pre-opening visits and other statutory and regulatory required reviews.

Job Duties:

Board Governance:

Compile, track, and analyze information and produce quarterly reports, recommendations, and correspondence concerning governance for charter school education corporations including proposed trustee changes, information, trustee and officer elections, terms, resignations, and review of board meeting minutes.
Review charter schools' website information to confirm compliance with posting requirements including FOIL, board meeting, and annual report information.
Utilize web-based project management and document management tools, creating, tracking and providing quarterly updates relating to compliance tasks and updates for education corporation trustees.
Manage the process for fingerprinting and performing the review of criminal history background checks for applicants and proposed board officers for new charter schools.
Support the legal team on issues related to charter agreement governance and monitoring plan requirements including related party transactions and conflicts of interest.
Gather charter school annual reports to collect, analyze, and report on items including board members' Annual Financial Disclosures.

Compliance & Facilities Information:

Coordinate the process to review pre-opening compliance requirements for new charter schools, provide guidance to schools, create visit schedules, conduct visits, and draft related correspondence.
Gather, track, and review information on teacher certification and criminal history clearances as part of compliance reviews for new charters and charter renewal. Draft requests for application amendment as necessary. Draft sections of and/or summaries for renewal reports related to compliance and governance issues for the legal team as part of renewal review.
Assist the Director of School Operations Data with the gathering, tracking, review, and approval of:
annual student application materials and data, including lottery data, to assure charter compliance with regulations;
facilities materials and information; and,
non-academic compliance data to compile and provide reports to various teams.
Identify and collect information for school violations / corrective actions for review by legal team and draft follow-up requests to schools.
Transfer of facility information to the Institute website and document management system (Epicenter) and retrieval of information for various reports.
Coordinate the SUNY co-location hearings process working with the New York City Department of Education to draft notices, attend hearings, and draft meeting summaries for SUNY Charter Schools Committee materials.

FOIL:
Serve as the Institute's Records Access Officer to receive, review, and respond to Freedom of Information Law requests.
Work with the legal team to protect certain information and provide information for the resolution of FOIL appeals.

Requirements:
Required Qualifications:

Bachelor's degree in business administration, public administration, public policy, or other relevant field
Three to five years of progressively responsible experience in administration, compliance, internal controls, or related experience
Excellent interpersonal, oral and written communication skills.
Ability to problem-solve and maintain a solution-oriented approach to work.
Proficiency in Microsoft applications, especially Excel and Word.
Ability to work independently and manage multiple priorities.
Excellent organizational skills and strong attention to detail
Selected applicant must undergo a fingerprint supported criminal history background check in accordance with N.Y.S. Division of Criminal Justice Services standards. Employment offer is contingent upon passing background check.

Preferred Qualifications:

Demonstrated success with project development and management, accuracy, data gathering, analysis, report design and production, FOIL and charter schools.

Application Instructions:

Salary: $55,000 - $65,000, commensurate with experience
