Senior Financial Analyst, DoD Research Programs

About the Opportunity:
The Financial Analyst, DoD Research Programs (SFA-DRP) is a Washington DC based position responsible for the financial program analysis of all grants, contracts, and contract vehicles for DoD Research managed by the Executive Director of DoD Programs (EDDP). This position reports to the EDDP and will assist with financial analysis and management of research programs and projects. He/she is responsible for providing the financial aspects of all DoD funded efforts of a geographically dispersed portfolio of programs and projects. This includes providing financial analysis, program analysis (as it relates to finances), tracking costs to schedules, and other contract performance metrics. Other requirements include budgeting for proposals and post award oversight, invoice tracking, and required financial project submissions to sponsors.

This is a fast-paced position with a variety of programs to monitor and will require interaction with internal Northeastern and Kostas Research Institute staff including researchers and Principal Investigators, the Northeastern University Research Enterprise Systems (NU-RES), external university and industry subcontractors and prime contractors, and funding agency program managers and contracts officers. The successful candidate will have solid experience with Business Operations, DoD acquisitions, contracting, and project/program analysis and a familiarity with the funded research life cycle and university financial systems. Additionally, the candidate will have demonstrated knowledge in intelligence operations, military operations, and research and development environments. He/she will have excellent organizational, communication, and analytical skills and a strong customer service focus.

Responsibilities:
Program and Financial Analysis:

- Create and maintain systems to track, forecast, and model financial and programmatic information for all research projects spanning multiple programs utilizing existing university financial systems for data collection

- Provide support for program and project proposals and other information requirements for contract submissions

- Conduct in depth financial analysis on programs and projects; provide reports and create and maintain financial dashboards

- Assemble financial contractual data and information in support of inquiries and requests over the life of contractual obligations

- Provide analysis of Invoicing and establish tracking mechanisms to streamline processes

- Provide independent assessments and reviews of cost proposals, Estimates at Completions (EAC), and other contractual items

- Monitor compliance and spend rates in accordance with relevant regulations and contract requirements

- Prepare and manage external financial reporting to government sponsors

- Facilitate and participate in providing financial guidance to management as it relates to contracts and program management

- Provide other support as assigned by the EDDP

- Travel as needed to support program and project activities

Meetings, Workshop, and Seminars:
- Assist in the conduct of meetings & working groups to include kick-off, quarterly meetings, seminars, and other ad hoc meetings

Qualifications:
US Citizenship required
Bachelor's degree required; graduate degree preferred
Active Top Secret (TS), Single Scope Background Investigation (SSBI), with Sensitive Compartmented Information (SCI) or SCI eligible preferred.

10+ years of Business Operations experience in a DoD and IC environment; with programs valued over $40M
Solid background in program and financial analysis with DoD and IC funded programs and projects
Solid knowledge of DoD and IC financial management and regulations, experience with PPBE, POM, and related concepts
Strong organizational skills with the ability to manage multiple activities simultaneously and work independently to meet milestones, action items, and quality expectations
Excellent communication skills with a customer (internal and external) service focus; highly organized and detail oriented; and ability to problem solve effectively
Strong computer and IT knowledge and skills, MS Office suite products, Enterprise Resource Planning (ERP) tools, and ability and willingness to learn new programs/systems with ease
PMP certification or DAWIA Level II recommended; relevant practical work experience can meet this requirement
Ability to travel as required.
