Primary Purpose of Organization Unit:
Facilities Planning, Design and Construction (FPDC) provides overall planning, design and construction management of both new and renovated capital improvement projects for The University of North Carolina at Pembroke. Through assessment of existing facilities and direction of senior administration officers, the department manages the budgeting, design and construction of these projects. The goal of the department is to assure that the University obtains what they need, is of the quality desired, and is constructed within the determined schedule and budget. The department directly Interfaces with all university divisions, State Construction Office administrators, UNC General Administration, external design firms, contractors and vendors.

Primary Purpose of Position:
The Associate Director of Planning and Space Management is responsible for collecting, maintaining and analyzing information about the universities space and its utilization, contributing to the planning for renovations and new facilities, assisting in administering and coordinating the campuss capital project coordination process and contributes on the development of short and long-range facility space and campus master plans. This position interacts with campus leadership and other relevant staff members to understand current and anticipated space needs. This position is responsible for periodic review of space allocations and proposing space assignment recommendations across the universitys various units and regularly assesses the space needs of faculty and staff. Supervises full and part-time staff, student interns and contracted employees.

  • Responsible for development and implementation of the Office of Planning and Space Management which will contribute to the planning for renovations & new facilities and collect, maintain and analyze information about UNC Pembroke's space and utilization in its growing database of seventy-two (72) facilities totaling approximately 1,900,000 gross square feet
  • Establish and maintain Space Management Policies & Procedures designed to help identify space surpluses and deficits and guide allocation decisions ensuring the best and most efficient use of space
  • Responsible for move planning with campus clients, vendor selection, scheduling and oversight/coordination on move day
  • Oversight of the UNC System for Data Additions Validations and Edits (DAVE). Ensures that all campus building floor plans are up to date, every space is updated in DAVE and all reservable, teaching and office spaces are loaded/updated in Banner. Responsible for control and giving access to others on campus, as needed, to the building and room screens in Banner
  • Provide support for leasing space and campus real estate transactions
  • Contribute to the planning for renovations and new facilities from Advanced/Conceptual Planning to Construction Documents
  • Assist the Director of Planning, Design and Construction (University Architect) in administering and coordinating the campus's capital project coordination process, which includes purchasing and contracting activities. Includes planning, design, construction, closeout and move-in phases of building renovation and infrastructure as well as upgrades, repairs and other modifications to existing facilities, grounds and infrastructure. Responsible for development and adherence to scope, schedule, budget, quality assurance and risk management
  • Review and contribute on the development of short and long-range facility space and campus master plans
  • Serve as an Ex-officio member on the Space Use and Property Acquisition Committee (SUPAC)
  • Supervision of full-time and part-time staff, student interns and contracted employees including recommendations for hiring, performance evaluation, training, work allocation and problem resolution
  • Performs miscellaneous job-related special projects as assigned



This position is designated as Mandatory Personnel: Mandatory Employees: Employees whose presence has been determined to be mandatory to University operations during certain types of adverse weather or emergency events.

Management Preference:
Bachelors Degree in Institutional Planning, Public Administration, Engineering, Architecture, Business Administration, Economics, Industrial Technology or a related discipline and twoyears of facility and space planning experience; or equivalent combination of training and experience. North Carolina State Construction Office experience preferred; UNC system or state agency experience preferred; Experience working on university projects preferred. Knowledge of Interscope, MS Project, Primavera P6, AutoCAD and Sketch-up preferred.
