Job Description
Reporting directly to the Associate Vice Chancellor of Facilities Services (FS) this position is a key member of the FS Department senior leadership team and is responsible for annual budgeting, strategic financial planning, and development/deployment of the administrative infrastructure necessary for supporting and sustaining the FS Department mission to include HR and IT operations and management. This position assists in developing and implementing the FS Department strategic vision and provides direction, leadership and oversight to following reporting Units: Special Projects, Communication and Information, and Administrative and Support Services. This position also coordinates with the three Facilities Services Assistant Vice Chancellors and their Directors and Managers to understand their needs and develop products and services accordingly. This position will plan, direct, and manage the comprehensive administrative support and business affairs of the FS Department, including but not limited to analysis and management of departmental-wide budgets; human resources to include initiation of hiring/retention strategies; departmental procedure development; annual fiscal or departmental reporting; IT requirements, procurement, and implementation strategies; training and career ladder/apprenticeship program; departmental safety awareness and oversight.
Responsibilities
- Participate in and support FS Departmental financial strategic planning efforts with an emphasis on associated resource requirements, systems, and processes needed to support long-range plans.
- Responsible for overseeing the preparation and fiscal management of the FS Department operating budget to include working with the UTK Finance and Administration and other University budget and finance stakeholders to establish and realign budget categories, monitor account balances, encumbrances and tentative transactions, and complete fiscal year-end close reporting.
- Direct and partner with UTK Finance and Administration staff to preserve and enhance financial assets, including controls and management reporting, oversight of budget projections, capital planning, fund application, expenditures and compliance.
- Participate with the FS Department AVCs and other senior staff addressing departmental planning, procedure development and problem resolutions and when necessary ensures progress around key strategic initiatives, deliverables and action items.
- Advocates with the AVC, for resources necessary for FS Departmental staff and Units to achieve excellence in workplace performance.
- Utilize budget data to assist with planning future needs for hiring, supplies, material and equipment acquisition requirements, infrastructure and IT upgrade needs, and other FS Departmental initiatives.
- Coordinate special projects on behalf of the FS Department AVCs with UTK campus senior administrators, leaders, and/or, other University colleges, and constituencies.
- Oversee the development and negotiation of service and supply agreements and contracts between the University, affiliated partners and/or external entities.
- Oversee and direct providing centralized human resource support to FS Departmental units, coordinating human resources functions for the FS Department Units.
- Direct the development and implementation of a training continuum that encompasses all administrative, technical, and supervisory training required by the various Facilities Services units.
- Oversee the scheduling of regular/reoccurring meetings with FS Departmental administrative and other support staff as necessary in providing administrative direction in the management and operation of the College.
- Oversee and direct providing centralized communication and IT support to the FS Departmental units to include communication and IT procedure development and implementation.
- Stay apprised of departmental and UTK campus events and activities in order to anticipate and support the administrative and business affairs-related needs.
- Represent the FS Department on various University committees; communicate information to appropriate constituencies.
- Full staff performance management responsibilities to include workload tasking, prioritizing, evaluations, awards.
- Promote and support the ongoing learning and development of the team in alignment with the departments' goals and direction.
- Ensure that reporting units function effectively, productively, and responsively.
- Act as a catalyst for necessary change to maintain a positive alignment within the FS Department requirements.
- Foster collaboration by promoting an environment of support and effective team work.
- Recruit, engage, and develop a diverse team to build capacity and high-performance capability.

Qualifications
Required Qualifications
- Education: Bachelor's Degree related to business or financial field
- Experience:
- Bachelor's degree and seven (7) years related experience, including experience in the following areas: leadership, business and financial planning, operations, and management. An equivalent combination of education and experience may be considered.
- Knowledge, Skills, Abilities:
- Demonstrated problem solving skills, along with the ability to take the initiative to resolve issues.
- Excellent communication, negotiation, supervisory and team management skills.
- Demonstrated organizational and analytical skills.
- Demonstrated advanced knowledge of the concepts, principles, and practices of accounting, budgeting and forecasting.
- Demonstrated knowledge of the principles and practices of financial strategic planning, development, and evaluation.
- Demonstrated interpersonal skills, along with the ability to collaborate with all levels of University personnel.
- Demonstrated proficiency in Microsoft Office software programs (i.e., MS Word, MS Excel, MS Access, MS PowerPoint, MS Outlook or comparable software programs.
- Ability to maintain a high level of confidentiality.

Compensation and Benefits
- UT Market Range: MR18
- Anticipated Salary: $150,000 - $170,000

UT Facilities Services is responsible for the care and keeping of more than 300 facilities and utilities systems in and around Knoxville.
