About VP Business Affairs
The Division of Business Affairs oversees many elements of doing business at UTEP, including human resources, the budget office, and accounting and financial services. In addition, the VPBA Office manages business contracts and agreements, institutional memberships, the University's risk management/insurance program, and the open records process. Our goal is to support the University's teaching, research and public service mission by providing superior services to the campus community.
Environmental Health and Safety
The Environment Health & Safety Office was established to develop, promote and maintain a safe, healthy learning and working environment for the students, faculty, staff and visitors at the University of Texas at El Paso.
This is accomplished by identifying and evaluating health and safety risks on campus and recommending methods that will eliminate or abate those risks, assuring University compliance with applicable laws and regulations while also demonstrating UTEP's commitment to its stewardship responsibilities to the surrounding environment and population of the international border region it serves.
The energies of the Environmental Health and Safety staff are therefore focused on health and safety issues facing UTEP and meeting the compliance responsibilities of the campus.
Position Information

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm
FLSA status: Exempt

Purpose of Position
Summary: Implements and exercises functional authority for planning, organization, control, integration, and completion of the University's Environmental and Radiation safety programs and projects within area of assigned responsibility. Approximately 80% of the role is performed in an office setting, with 20% conducted in the field. Occasional travel (up to 10%) may be required for training, conferences, or compliance activities.

Statement of Duties and Responsibilities:
Provides administrative oversight of environmental compliance programs for stormwater, underground storage tanks, air emissions and permits, and RCRA hazardous waste.
Oversees the preparation of the campus Tier II report and annual waste summary to the Texas Commission on Environmental Quality (TCEQ).
Oversees the collection, labeling, storage, and transportation of hazardous waste in compliance with TCEQ and EPA.
Develops and manages hazardous waste management plans and budgets.
Stays current with changes in environmental laws and strong knowledge of RCRA, CERCLA, TSCA, and other relevant regulations.
Provides administrative oversight to the university's environmental programs and ensures compliance with federal, state, and local environmental laws and regulations (e.g., TCEQ, EPA, Clean Air Act, Clean Water Act).
Manages the preparation of the annual stormwater MS4 report.
Oversees audits and inspections to identify and mitigate environmental risks. Conducts point source reviews and maintains campus emissions inventory.
Provides administrative oversight for the university's radiation safety program, laser safety program, and X-Ray producing equipment safety program.
Serves as the university's Radiation Safety Officer (RSO) and Laser Safety Officer (LSO), ensuring compliance with all applicable federal, state, and institutional regulations and standards governing radiation and laser safety.
Maintains licensure and qualifications required to fulfill the roles of RSO and LSO.
Oversees the management of the radioactive material license, X-Ray registration, and laser license with the Texas Department of State Health Services.
Manages the decommissioning and disposal of radioactive materials, x-ray, and laser equipment from the campus.
Reviews proposed and ongoing research with radioactive materials, x-ray producing and laser equipment and amends state licenses and registration as needed.
Promotes organization policies and procedures in compliance with local, state, and federal rules and regulations; advises University personnel regarding the development and implementation of regulatory strategy, potential areas of regulatory concern, and new government/regulatory developments.
Implements directives corresponding to division or department outlining policy, program, or operational changes to be implemented.
Assists in developing and implementing short and long-range plans, conceptual designs, and capital outlay (budget) requirements and documentation for assigned area(s).
Provides training policies, standards, guidelines, and security monitoring processes in relation to general control, privacy regulations, and development and operation of the University's infrastructure.
Reviews and approves documentation relating to needs specific to assigned area(s).
Understands department's role in accomplishing the University's mission.
Compiles and submits reports as required by management, state, local, and federal regulatory agencies.
Acts as liaison between department and internal or external customers.
Provides direct supervision, mentorship, and professional development guidance to a team of 3-5 staff members.
Fosters a collaborative and accountable team environment through clear expectations, regular feedback, and support of employee growth.
Leads by example in upholding University policies, safety regulations, and high professional standards.
Serves as a mentor and resource for junior team members, guiding them in technical, regulatory, and operational best practices.
Participates in various committees, professional trainings, industry conferences, and conventions.
Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
Complies with all State and University policies.
Other duties may be assigned.
Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organization's objectives, policies and applicable laws.
Qualifications

Required Qualifications:
Education: Bachelor's Degree in Environmental Science, Chemistry, Industrial Hygiene or related field.
and
Experience: Five years of related experience and training to the statement of duties and responsibilities; or equivalent combination of education and experience.
Preferred Qualifications & Experience:
Certified Health Physicist (CHP) by the American Board of Health Physics (ABHP) and/or Radiation Safety Officer.
Masters Degree or PhD.
