The University of Texas at El Paso (UTEP) is seeking a Vice President for Business Affairs and Chief Financial Officer (VPBA). UTEP is a comprehensive public research university that is increasing access to excellent higher education. Focused on advancing the discovery of public value and positively impacting the health, culture, education, and economy of the community they serve.
Reporting directly to Dr. Heather Wilson, the University President, the VPBA is responsible for budget, finance, payroll, purchasing, contracts, and student business services. The position is also responsible for facilities management and planning, real estate management, environmental health and safety, parking and transportation, and revenue-generating campus events. The Vice President is a member of the University Cabinet, supporting institutional growth, financial sustainability, and operational excellence in alignment with the university's mission.
The VPBA will advise the President and University Administration (Cabinet) on all aspects of financial matters that impact university operations, including financial planning, budgeting, cash management, and revenue generation, in support of the University's mission and priorities. In addition, the VPBA will also provide leadership and management to the office of budget and payroll, environmental health and safety, purchasing and general services, student business services, disbursement services, cash management, financial reporting, real estate, business contracts, Peoplesoft, auxiliary operations (special events and parking & transportation), facilities management and planning, and other administrative offices.
Job Requirements:
UTEP seeks a committed and experienced finance executive with proven leadership skills, a deep appreciation for the university's mission, and demonstrated success and leadership experience in finance and administrative functions at a comparable-sized higher education institution. The successful candidate will bring a sense of innovation and strategic leadership to critical initiatives across all areas of the University.
The VPBA will lead, mentor, and develop a high-performing team, instilling a culture of excellence and accountability within both the leadership team and the broader University community.
Additionally, the individual we seek will also possess the following attributes:
- A minimum of ten (10) years of executive level administrative and financial management experience with demonstrated success in a role of similar complexity in academe, government, or the private sector.
- Experience within higher education is strongly desired; candidates with experience in other organizations of similar structure and complexity also will be considered.
- Brings a record of success with financial planning, an understanding of public financing processes, business and operations management, and a commitment to advancing the objectives of an active and rapidly developing public research institution.
- Experience and success leading the financial and administrative functions of a major public research university or other relevant experience.
- Experience managing facilities and major construction operations. Experience with continuous quality improvement and enhancement.
- Strong knowledge of accounting, budget, financial management, and treasury principles, theories, and practices. Experienced CPA or other relevant professional certification.
- Strong working knowledge of public financing options, debt markets, and investment banking; previous experience managing bond issuances in the public markets.
- Experience supporting capital investment decision analysis, accounting and reporting, and ongoing tracking and monitoring for significant capital programs.
