Position Description
The Texas Tech University System ("System") Treasurer is a key member of the System's financial leadership team, responsible for leading a forward-thinking treasury function that emphasizes agility, modernization, and strategic alignment. This role ensures the effective stewardship of institutional resources through innovative financial strategies, robust governance frameworks, and collaborative stakeholder engagement. The Treasurer plays a pivotal role in aligning treasury operations with the System's long-term financial goals, ensuring compliance with regulatory requirements, and fostering a culture of performance, innovation, and accountability.
Major/Essential Functions
Essential Duties:
1. Treasury Strategy and Operations
- Develop and maintain treasury policies and procedures to ensure compliance, consistency, and alignment with best practices.
- Oversee all treasury strategies, operations, and policies related to cash and debt management.
- Develop and implement forecasting methods for idle cash and future debt issuances, monitoring impact on financial ratios.
- Optimize liquidity and ensure efficient use of financial resources.
- Develop and maintain treasury contingency plans to ensure financial continuity during crises or economic disruptions.
- Lead all aspects of debt issuance, bond management, and evaluation of financing alternatives to maximize the System's borrowing capacity and ensure the most effective use of financial resources.
- Ensure compliance with bond covenants, continuing disclosure, and tax-exempt bond regulations.
- Monitor tax-exempt bond compliance and facilitate training system employees per the system regulation.
- Coordinate with System Facilities Planning & Construction, Institutional Advancement, and finance/accounting teams at the component level on project funding and debt service requirements.
- Manage key operational debt functions, including the calculation of debt service reserve requirements, execution of debt service payments, preparation of comprehensive debt activity reports, and administration of debt management systems such as DebtBook.
- Serve as final reviewer for official reports, disclosures, and debt service schedules.
- Redefine the vision of the Treasury Office to focus on innovation and performance.
- Inspire a culture of data-driven decision-making and operational excellence.
- Oversee talent development and performance management for treasury staff.
- Oversee the Treasury Office's budget, ensuring responsible stewardship of resources and alignment with strategic goals.
- Manage relationships with banking partners and financial institutions to optimize services, fees, and credit facilities.
- Partner with the Controller to align treasury and accounting functions.
- Support institutional goals and streamlined reporting to components through integrated financial reporting and operations.
- Represent the TTU System at treasury and public finance conferences.
- Establish and improve treasury governance frameworks and internal controls.
- Monitor financial data governance and its impact on business outcomes.
- Maintain enterprise risk management responsibilities in compliance with TTU System Regulations and in coordination with system leadership.
- Champion modernization of financial systems and treasury operations.
- Implement innovative technologies to streamline processes and improve transparency.
- Drive continuous improvement initiatives across treasury functions.
- Strategically manage merchant services to ensure secure, efficient, and compliant payment processing across the university system.
- Strategic Thinking: Ability to develop and implement long-term financial strategies.
- Financial and Analytical Acumen: Strong skills in forecasting, analysis, and financial modeling.
- Change Management: Skilled in leading organizational change, fostering buy-in, and guiding teams through transitions in processes and systems.
- Regulatory and Compliance Knowledge: Deep understanding of public sector and higher education financial regulations.
- Communication and Stakeholder Engagement: Ability to communicate complex financial concepts clearly and effectively to both technical and non-technical stakeholders.
- Leadership and Team Development: Proven ability to lead teams, manage performance, and foster professional growth.
Required Qualifications
Bachelor's degree in Finance, Accounting, or a related business field. Five years progressively responsible management experience. Additional education beyond Bachelor's may substitute for experience on a year for year basis
Preferred Qualifications
Preferred Knowledge, Skills, and Abilities:
- Master's Degree in Finance, Accounting, or a related business field.
- Certified Treasury Professional (CTP) designation.
- Experience managing internal banking operations, liquidity, and fund allocation in a university or public sector setting.
- Prior experience in a higher education finance leadership role.
