Job Description
The Director of Project Management provides oversight and management of capital and local projects for UTC's department of Facilities Planning and Management (FPM).


Responsibilities
  • Directs, organizes, and schedules local and capital projects to meet campus objectives
  • Serves as liaison with designers, UT Capital Projects, UTC Administration, and stakeholders during design and construction phases
  • Provides leadership and broad direction for day-to-day project operations and project-related contractor and administrative activities
  • Ensures compliance with project plans and specifications
  • Oversees CAD/drafting activities related to project documents
  • Responsible for building/system commissioning and warranty issues on capital and local projects
  • Produces and maintains project reports as needed for FPM, UTC's ELT, and other campus purposes
  • Oversees the development and management of local project budgets
  • Reviews and provides input to capital project budgets
  • Reviews stakeholder change requests to advise and recommend approval items based on budget, time, and scope implications
  • Prepares cost estimates, documents, and specifications for local projects including those completed by time and material and service contracts
  • Provides technical design and/or construction reviews
  • Reviews submittal of drawings and samples
  • Evaluates bids and makes award recommendations
  • Responsible for maintaining financial data, initiating recovery of funds for assigned projects, and ensuring compliance with UT fiscal policy
  • Ensures design review comments and punch-lists are properly documented, submitted in a timely manner, and regularly monitored
  • Participates in facility assessments and assists in the development and maintenance of UTC Facilities standards
  • Ensures CMMS data is complete, accurate, and timely as required to support department financial management and benchmarking/assessment efforts
  • Provides supervision for assigned project managers
  • Ensures appropriate and timely communication and coordination both internal and external to the department
  • Develops and maintains various design, construction, and project administration checklists
  • Coordinates outages, access, and detours related to project activity
  • Coordinates project activities with utility companies and government agencies
  • Responds to customer inquiries and/or problems
  • Ensures timely communication and coordination with FPM Operations personnel
  • Directs the development and management of project close-out and substantial completion processes
  • Ensures UTC receives all specified documents, drawings, training, tools, equipment, reserve stock, and warranties
  • Manages project document retention system, upkeep of as-built CAD floor plans/campus maps, and record site and survey documents
  • Participates in project conceptual and programming development as needed working closely with Director of Engineering & Planning Services


The ideal candidate will possess the following:
  • Thorough knowledge of construction management, architectural, engineering principles and practices, which includes estimating, design development, construction documentation, closeout procedures, personnel management, and training
  • Excellent organizational, supervisory, interpersonal (written and verbal) communication skills
  • Demonstrated ability for effective process administration
  • Must have broad knowledge of major building systems such as mechanical, electrical, roofing
  • Knowledge of a variety of purchasing, procurement, and contracting methods
  • Broad knowledge of software applications (word processing, spreadsheet, database, project management, CAD/Revit/BIM)
  • Knowledge of State of Tennessee High Performance Building Standards
  • Knowledge of enterprise level building management systems
  • Knowledge of UT, THEC, or State of Tennessee fiscal and personnel policies
  • Energy auditing and management skills
  • Supervisory or management training

Qualifications
Minimum:
  • Requires a bachelor's degree in engineering, architecture, construction management, or related degree
  • Six (6) years of relevant experience in comprehensive capital project management, which includes a minimum of (3) years' management responsibilities in a facilities organization
  • Or an equivalent combination of education, training, and experience


Preferred:
  • Professional license or certificate in architecture, engineering, or related field
  • Two (2) years in a leadership role within a facilities organization of more than 50 employees and annual expenditures exceeding $5 million
  • Leadership role within a higher education campus, large corporate setting, or similarly scaled institutional environment
  • Extensive experience applying knowledge of building, life safety, and fire codes to design and execute capital projects
  • Active membership and participation in industry organizations
