Triages and provides primary consulting support to employees on employee relations (ER) concerns, including but not limited to employee dispute resolution, discipline, and other related issues. Performs review and, as needed, investigations of concerns with improper activities, and other employee relations concerns. Supports the development and facilitates training and outreach on employee relations matters.

Salary Range: $66,939 - $75,642 per year

Essential Job Functions:
1. Consultant to employees and hiring managers on employee relations matters, including but not limited to employee dispute resolution, discipline and compensation concerns. Supports employee relations policy development and application college-wide. Provides procedural support to the collective bargaining process and implements associated grievance and disciplinary process associated with employees in the collective bargaining unit.
2. Develops an inquiry/investigation plan, interviews involved parties, collects and analyzes relevant data, conducts a prompt and thorough review, and provides a detailed, unbiased report regarding the findings of the investigation to leadership.
3. Ensures intake and management of all ER related cases are compliant with applicable laws, regulations, and college policies and procedures, to include prompt and equitable responses. Engages in case management and supports the record keeping system for ER related concerns.
4. Collaborates with department leadership to support strategic planning and development of department goals in alignment with divisional and college wide goals.
5. Partners with Leave & Access Team on employees engaging in leave process from an ER lens to ensure proper processes are followed. Supports the Leave & Access Team in assessing and responding to FMLA, ADA, Workers Compensation, and Compensation matters that overlap with on-going employee relation issues.
6. Implements employee dispute resolution processes and directs employees, supervisors, and managers to appropriately engage the program, which may include recommendations to resolve specific concerns through coaching, counseling, and progressive discipline.
7. Helps to develop, maintain, and coordinate a wide variety of written and digital outreach/awareness materials for the purpose of educating the college community on all ER related topics.
8. Supports the employee exit questionnaire process by gathering aggregate exit interview findings and reviewing the data for trends. Engages in collaborative discussions for identifying solutions and partners with leadership or other ODHR team members for appropriate responses.
9. Engages with HR4U staff to provide next level support for general human resources related inquiries.
10. Provides guidance to, and as needed, serves as consultant, lead investigator, and/or college-wide resource to college partners. Maintains effective collaborative working relationships with internal HR partners, College personnel, organizations, and community members.
11. Works collaboratively with ODHR, Student Affairs, Safety/Security and Risk Management, and other faculty and staff to effectively respond to and address complaints, and/or provide educational trainings, presentations and materials in accordance appropriate standards. Support department leadership in providing policy, process, and procedure updates to the College community.
12. Performs other duties as assigned.


Required Minimum Education:
Bachelor's Degree from a regionally accredited institution, or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential functions.

Required Field of Study:
Business, Human Resources, or closely related field.

Other Required Qualifications:
Experience in human resources or related areas preferably as a generalist or specialist in employee relations, alternative dispute resolution etc.

Experience in human resources, training, student conduct or similar areas in a higher education setting.

Business partner or consulting experience in a human resources department/field.
Experience developing and facilitating training and outreach to employees.

1. Knowledge of the practice of employee relations and related federal, state and local laws, college policies, procedures and guidelines.
2. Knowledge of employee dispute resolution practices.
3. Skill in coaching and counseling employees and managers in sensitive workplace conflicts and discipline.
4. Skill in effectively listening and communicating, interpersonally, orally and in writing.
5. Skill in negotiating and resolving problems, influence and ability to gain the cooperation of others, and ability to address sensitive and difficult employee issues.
6. Skill in preparing comprehensive reports and presentations, and represent ideas clearly and concisely, both orally and in writing.
7. Skill in the use of personal computers and general office software related to area of responsibility.
8. Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships.
9. Ability to handle multiple priorities and confidential assignments, organize work, and function independently and effectively under heavy workloads and during peak periods.
10. Ability to document and research information, and analyze data to arrive at valid conclusions, recommendations, and plans of action.
11. Ability to work effectively in a diverse community and meet the needs of diverse student and employee populations.

General Working Conditions:
This job primarily operates in a professional office environment. The employee will routinely operate standard office equipment including but not limited to computers, keyboards, mouse, phones, photocopiers, printers, scanners, filing cabinets and fax machines. While performing the duties of this job, the noise level in the work environment is usually quiet to moderate.

Typical physical competencies include but are not limited to frequently remaining stationary, moving, reaching, positioning self and occasionally ascending/descending, lifting/moving objects weighing between 5-15 pounds. This job also entails frequently communicating, discerning and exchanging information, detecting and perceiving objects up close, at a distance, and the ability to adjust focus. Cognitive abilities include but are not limited to frequently using discretion, judgment, reasoning, memory, learning, maintaining confidentiality, comprehension, problem solving, and decision-making.
