Min T/E Requirements:
- Master's Degree; or Bachelor's degree in Accounting, Business (or related field), CPA preferred;
- Five or more years of progressively responsible budget/financial experience, preferably in a higher education or non-profit environment with a proven record of advanced financial skills;
- Minimum of five years of accounting experience. Experience in Financial Analysis and Reporting;
- A strong financial systems background with proven experience with financial reporting systems and computer applications such as Word, Excel, Access; as well as the ability to utilize and evaluate financial systems;
- Understanding and demonstrated working knowledge of NACUBO (the National Association of College and University Business Officers), General Accounting Standards Board's (GASB) and the Financial Accounting Standards Board's (FASB) general accounting;
- Ability to develop accounting/budgeting policies and priorities within established guidelines and manage and evaluate accounting/budgeting projects;
- Demonstrated ability to supervise office staff and coordinate projects;
- Excellent written and oral communications skills with proven ability to effectively communicate with all levels of management, government and financial officials, and public constituents.

Primary Purpose of Organization Unit:
The Office of Financial Planning and Analysis is responsible for strategic planning and institutional budget management for multiple funding sources including State Appropriations, Tuition and Fees, Facilities and Administrative Receipts, Capital Improvement Funds, and Institutional Trust Funds. This office provides financial management and analysis to administrators.
Primary Purpose of Position:
The primary purpose of the Associate Director, Financial Planning and Analysis is to provide budgeting and accounting expertise for administration and campus departments, and to control and report on the University's various operating funds, inclusive of state, non-state and capital. To integrate, execute and reconcile personnel budgets to position records and to coordinate all capital budgets and expenditures. The Associate Director will supervise two staff in the Financial Planning and Analysis office, as well as serve as the Deputy Chief Budget Officer for the university, including serving as acting Chief Budget Officer in absence of Director of Financial Planning and Analysis.
Job Description:
- Frequent contact with the Chancellor, Vice Chancellors, Deans, Directors, and Department Chairs related to preparation, execution, and review of operational resources, including budget policies and procedures; s/he also has contact with all levels of staff in the Division of Finance and Administration
- Serve as primary point of contact with university Business Officers and the Director of Academic Resources
- Anticipate and proactively pursue issues or problems, related to budget management, while detecting and interpreting trends, associations, and cause-effect relationships to improve decisions
- Analyzes, reviews and makes recommendations on budget requests and options in terms of university policy, programs and objectives
- Make independent decisions without supervisory input, by interpreting and incorporating state laws and regulations and University policies that impact programs/activities
- Serve as primary point of contact with the Office of State, Budget and Management
- Monitor and collect data to assess accuracy and integrity; analyze data; ensure compliance with applicable standards, rules, regulations and systems of internal control; interpret and evaluate results, prepare documentation; create financial reports and/or presentation
- Prepare responses to complex data requests and special reports by/for management, governing agencies, and legislative bodies. When appropriate, discuss the design of data requests with the requester
- Participate in State and/or campus policy development, conveying any implications to the management of operating and capital budgets
- Assist in designing professional development plans for employees to gain necessary knowledge, skills, and abilities to successfully perform their duties.
- Motivate and engage office staff through effective communication. Administer and ensure compliance with human resources policies and procedures.
This position is Mandatory Personnel. Employees whose presence has been determined to be mandatory to University operations during certain types of adverse weather or emergency events.
Management Preference:
Master's degree or higher from an accredited college or university in Accounting, Business Administration, Finance, Economics, Public Administration, or a closely related field, or Bachelor's with equivalent experience; and three years of progressive related experience, one of which must have been supervisory in nature.
