Job Description:
TITLE: Director of Performance and Systems Analysis
OFFICE: Charter Schools Institute
FUNCTION & SCOPE: The SUNY Charter Schools Institute (the "Institute") is responsible for evaluating proposals for new charter schools, and the continuous monitoring of student academic performance, fiscal soundness, and overall school operations of 230+ SUNY authorized charter schools. The Director of Performance and Systems is responsible for driving the ongoing monitoring, analysis, and evaluation of schools' quantitative performance.
DUTIES: Reporting to the Institute's Managing Director of Accountability, the Director of Performance and Systems Analysis manages Institute data and provides performance analyses that support the Institute's work by:
1) overseeing the development of school Accountability Plans and school data reporting;
2) developing individual school performance analyses as part of the Institute's oversight and evaluation protocols;
3) producing evaluation and analytic support to the Institute's school evaluation teams; and
4) carrying out designated projects and tasks related to other core functions of the Institute.
Specific duties will include:
- Oversee the data collection, analysis, and maintenance of the Institute's student achievement database, ensuring the accuracy and completeness of school-and student-level data;
- Write and edit evaluative analyses of school academic performance, summaries of school accountability statuses, guidance documents, and ad hoc research memos;
- Manage and coordinate the collection of primary source documents from schools on performance data, including Accountability Plan Progress Reports;
- Oversee the development of school Accountability Plans and evaluate performance toward schools' required and additional optional goals and measures;
- Communicate with schools and other stakeholders on accountability outcomes, school performance analyses, and the Institute's performance framework with accuracy and accessibility;
- Develop the Institute's capacity to coordinate and provide general technical assistance and feedback to charter school applicants and operating charter schools on using statistical analyses of student academic data for completing Accountability Plan reports and improving instruction;
- Oversee the production of annual data reports on school performance against schools' required Accountability Plan goals and measures;
- Lead and serve as a team member on renewal visits, school evaluation visits, board meetings, and other monitoring visits;
- Support the updating and codification of accountability metrics, business rules, and procedures for analyzing school quantitative performance; and,
- Supervise the work of the Performance and Systems team including the Senior School Data Analyst and Performance and Systems Analyst.
Other Core Function Duties:
- Manage the production of ad hoc data reports and assist in the presentation of school data as required;
- Assist senior staff with the development and execution of the Institute's research agenda and school evaluations;
- Support the Institute's adoption and transition to new data storage and analysis systems; and,
- Special projects as directed by the Managing Director of Accountability.
Requirements:
Required Skills:
- Minimum of a Bachelor's degree in public policy, statistics, education, or other relevant field.
- At least five years of progressively responsible experience evaluating school academic outcomes, conducting quantitative analysis, and/or analyzing performance systems.
- Strong experience with statistics and data analysis.
- Exceptional writing and communication skills.
- Strong organizational, communication, analytical, and project management skills.
- Ability to travel within New York State and participate on school visits.
Preferred Skills:
- Experience working in an educational setting.
- Experience with R, Stata, SPSS, or other analytic software.
LOCATION:
New York City or Albany, NY.
SALARY:
NYC: $135,000-155,000
Albany: $115,000-130,000
