The Senior Legal and Policy Associate (Senior Associate) is dedicated to supporting a large State Department grant funded project advancing justice for war crimes in Ukraine. ICJI leads the Atrocity Crimes Advisory Group for Ukraine (ACA) in providing advice and support to the ongoing efforts of Ukraine's Office of the Prosecutor General (OPG) to collect, preserve and analyze evidence of atrocities to develop criminal prosecutions. The position will serve as the ACA Secretariat Manager and report to the Chief of Staff.

The Senior Associate will have primary responsibility for tasks related to Georgetown University's role as ACA Lead Implementing Entity (IEs) in support of the Principal Investigator (PI) and Expert Advisory Coordinators, as well as to support the ACA grant generally, including the PI. This includes legal and policy research, grant writing, monitoring & evaluation (M&E) and reporting, event planning, and coordination and support to legal experts. The Senior Legal and Policy Associate will also coordinate and manage the work of law school fellows, the program coordinator, research assistants (RAs), and M&E consultants.

Duties include but are not limited to:
  • Legal research and other legal work support.
  • Management of M&E program and reporting.
  • ICJI, ACA and OPG coordination support.
  • Management of legal fellows, student research assistants, program coordinator and M&E consultants.
  • Data/information management, coordination and communication.
  • Event planning and support.


Work Interactions

The Senior Legal and Policy Associate reports to the ICJI Chief of Staff and will act in coordination with the Expert Advisory Coordinators and PI in executing tasks. The Senior Associate also will communicate and coordinate daily with project team members, IE staff, Georgetown University colleagues, faculty, fellows, sub-contractors, independent consultants and external partners.

Requirements and Qualifications
  • JD or LLM degree
  • At least 7 years of legal experience in atrocity crimes accountability and justice; international criminal law, international humanitarian law, human rights law; civilian security; or a related field
  • Ability to travel internationally as the project requires
  • Excellent research and legal and policy writing skills
  • Exceptional organizational skills and attention to detail
  • Strong written communication skills including clear, concise and accurate writing, editing and proofreading
  • Familiarity with grant and proposal writing, reporting and management for federal awards
  • Event planning and coordination experience in an international setting
  • Excellent problem-solving skills
  • Ability to work independently, prioritize tasks and exercise sound judgment and discretion
  • Strong cross-cultural and interpersonal skills, including flexibility to work effectively with a variety of people
  • Impeccable integrity, positive attitude and a creative outlook with an entrepreneurial spirit
  • Proficiency in Microsoft Office and Google Suite


Preferred Requirements and Qualifications
  • Experience in challenging conflict or post-conflict environments

Pay Range:

The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$66,783.00 - $126,720.23

Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
