Position Information

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm, some flexibility is required on evenings and weekends
FLSA status: Exempt

Purpose of Position
Summary: Manages and provides oversight of transit services; assure compliance with time schedules and applicable laws, codes, rules and regulations. Under limited supervision, the Manager of Parking and Transportation will be responsible for managing the day-to-day operations of the Parking and Transportation Department. The Manager will have strategic fiscal and administrative responsibility for parking and transportation for The University of Texas at El Paso. The Manager will be responsible for providing leadership and development of all parking and transportation initiatives as an agent of UTEP by overseeing contracts in addition to supervising staff in the Parking & Transportation Office. Ensure that the department provides high quality, safe and excellent services in a friendly, efficient, and highly professional manner to all staff, patients/families and customers.

Statement of Duties and Responsibilities:
Oversee daily shuttle bus operations.
Meets and provide regular updates to UTEP leadership and staff as necessary. Works with leaders and departments to improve feedback to the staff/patient/customer experience via status reports and/or real time improved communications.
This position will be responsible for planning, strategy, and policy development. Implement collection of data to measure customer satisfaction, compiles statistics, and prepares reports and communication. Make improvements or recommend alternative service delivery as necessary.
Identify, monitor and track issues, concerns, and challenging customer situations; efficiently solve operational problems; and initiate appropriate actions as required. Elevate and inform the Assistant Director/senior leadership as appropriate.
Coordinates information flow to ensure customer service staff and customers are aware of project/program impacts.
Act as a coordination point between customers and the senior leadership team. Act as a first-level escalation point for in-depth customer service issues.
Directs, supervises and evaluates employees ensuring adherence to safety standards and department policies, and ADA compliance.
Ensure proper operation of vehicles, meeting passenger needs, and proper performance of other employee job duties.
Responsible for developing, coordinating, tracking, and/or conducting the department's driver training programs throughout accountability area of assigned responsibility.
Addresses and resolves complaints and issues raised by customers and the public in general relating to the provision of quality transit and parking service.
Jointly responsible with the Director, for ensuring employees have documented certification for various aspects of job assignments including general mobility and regulatory functions and requirements specific to company vehicles operated.
Responsible for communicating policies, rules, assignments and other information related to job duties to assigned employees.
Performs office supervisory duties as well as field supervisory and evaluative duties for the area of responsibility.
Assures the operation of the transportation system in the most cost effective and efficient manner including recommendations for commencement, improvement, or modification of transit services.
Receives and responds to employee incidents and accidents; responds to accident scenes and conducts internal accident investigations; gathers information, takes photos and assists passengers and staff; obtains accident reports from police agencies.
Provides operational statistics, prepares reports, and daily logs.
Oversee and maintains all documentation required by federal, state and local reporting requirements related to overall ridership, ADA usage, ridership revenue, etc.
Monitor employee attendance. Verify trip sheets and timecards for accuracy, authorize work hours and overtime. Advise employees of corrections or concerns.
Responsible for the inventory, security, safety, and maintenance of vehicles, equipment, and property.
Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
Complies with all State and University policies.
Other duties may be assigned.
Supervisory Responsibilities Carries out supervisory responsibilities in accordance with the organization's objectives, policies and applicable laws.
