Requirements
English Language Programs, funded by the Bureau of Educational and Cultural Affairs (ECA) at DOS, places experienced U.S. TESOL professionals at educational institutions on short- and long-term assignments in all regions of the world, both in-person and virtually, through its three programs: the Fellow Program, the Specialist Program, and the Virtual Educator Program. Program participants serve as cultural ambassadors who advance English language learning and foster mutual understanding through cultural exchange. GU's Center for Intercultural Education and Development (CIED) is the current administrator of ELP.
The Associate Director of English Language Programs (ELP) supports the ELP Director in providing strategic leadership, operational oversight, and program innovation for a major international exchange initiative funded by the U.S. Department of State (DOS) and administered by Georgetown University (GU). This senior leadership position plays a key role in the execution of a complex, multimillion-dollar portfolio, including multiple DOS Cooperative Agreements totaling $75M+ and dozens of U.S. Embassy awards and partnerships totaling $7M+. The Associate Director ensures program effectiveness, fiscal accountability, and compliance with federal and institutional policies, as well as serves as a key liaison between GU, DOS, U.S. Embassies, and external stakeholders, advancing U.S. public diplomacy objectives through English language education. Key areas of responsibility include:
Program Leadership and Stakeholder Engagement
- Provide high-level oversight of the English Language Fellow, Specialist, and Virtual Educator Programs.
- Collaborate with the ELP Director to shape long-term strategic direction and innovation across all programmatic areas.
- Represent GU and ELP in meetings with DOS, U.S. Embassies, and partner institutions.
- Support integration of data-driven practices and alignment with DOS policy priorities.
Financial and Contractual Oversight
- Oversee budget planning and program reporting for all major funding streams, in collaboration with GU Finance and DOS.
- Ensure program-wide compliance with federal regulations, Cooperative Agreements, and institutional policies.
- Direct senior-level review and approval of subawards, vendor contracts, and participant agreements.
- Provide executive-level supervision of grant and financial reporting, supported by designated staff.
Direct Operational Oversight of Core Program Activities
Provide direct, year-round oversight of three core program areas-Fellow, Specialist, and Virtual Educator Programs-by collaborating closely with program managers to ensure high-quality implementation and strategic alignment in the following areas:
- Program Recruitment and Applications
- Lead recruitment processes for 800+ assignments across the three programs.
- Oversee management of the online application and proposal systems, including eligibility screening, interviews, and roster creation.

- Participant Onboarding and Deployment
- Ensure effective onboarding of selected participants, including virtual and in-person orientations.
- Oversee participant deployment and monitor progress throughout assignments.
- Lead resolution of participant incidents, in coordination with key stakeholders.

- Technology and Systems Management
- Provide strategic direction for core program platforms, including the Knowledge Management System (KMS), Salesforce CRM, Community of Practice, and the program website.
- Collaborate with technical and program teams to ensure platform effectiveness and user experience.

Indirect Operational Oversight of Core Program Activities (through Program Managers)
- Supervise three program managers responsible for the daily operations of the Fellow, Specialist, and Virtual Educator Programs.
- Guide performance management, cross-unit coordination, and strategic program calendar planning.
- Set and uphold standards of operational quality and policy adherence.
Work Interactions
The Associate Director is a senior leader on the 28-person ELP team at GU's Center for Intercultural Education and Development (CIED). Reporting to the ELP Director, the Associate Director works closely with managers across six functional units, GU finance and contracts offices, and external partners including DOS and U.S. Embassies worldwide. Core responsibilities include direct, year-round oversight of three core program areas-Fellow, Specialist, and Virtual Educator Programs-by collaborating closely with program managers to ensure high-quality implementation and strategic alignment of year-round recruitment; vetting and matching applicants to the U.S. Embassy projects; and participant deployment to assignments. These activities are supported by a complex digital infrastructure that includes a program website, social media platforms, an online Community of Practice, a proprietary Knowledge Management System (KMS), and a Salesforce CRM.
Requirements and Qualifications
- Advanced degree in TESOL, international education, public administration, or related field, or a college degree with equivalent professional experience
- Progressively responsible experience in international education, exchange programs, or federal grant administration
- Proven success in leading diverse teams and managing senior-level staff
- Demonstrated ability to oversee multimillion-dollar federal awards
- Familiarity with U.S. Government regulations and compliance frameworks
- Professional experience or strong familiarity with the TESOL field
- Strong strategic thinking, problem-solving, and stakeholder management abilities
- Proven ability to manage competing priorities and multiple projects in fast-paced, dynamic environment
- Excellent written and verbal communication skills
Preferred Qualifications
- Alumnus/alumna of a DOS English Language Programs (Fellow, Specialist, or Virtual Educator)
- Experience working with Salesforce or similar CRM platforms
- International work or study experience
- Knowledge of Monitoring Data for ECA (MODE) frameworks and federal reporting practices

Pay Range:
The projected salary or hourly pay range for this position which represents the full range of anticipated compensation is:
$66,783.00 - $126,720.23
Compensation is determined by a number of factors including, but not limited to, the candidate's individual qualifications, experience, education, skills, and certifications, as well as the University's business needs and external factors.
