Position Summary:
This position manages the administrative and operational activities and services of the Board of Regents and works to develop initiatives that improve effectiveness and efficiency. This position plans and executes the work of the Board of Regent for Higher Education (BOR) to enable it to govern the CSCU system effectively.

Example of Job Duties:
Under the direction of the Secretary to the Board of Regents, the CSCU Director for Board Affairs/Associate Board Secretary is responsible for managing the administrative and operational activities and services of the Board of Regents and works to develop initiatives that improve effectiveness and efficiency through effective performance in these essential duties:

  • Develop and apply a detailed understanding of the CSCU system, its individual universities and colleges, and the role of Board in its stewardship of the system, as well as maintaining a high-level overview of the business of the CSCU institutions for the effective collaboration with a wide range of constituencies.
  • Analyzes and evaluates various courses of action to effectuate long-range planning, communication and problem solving on significant issues and challenges facing the Board. Investigates and conducts independent research in providing information to the Board.
  • Ensures that the Board's activities comply with all pertinent legal guidelines and conform to sound governance practices by engaging in regular consultation with the Secretary of the Board and CSCU General Counsel Office in the conduct of meetings and other Board of Regents business.
  • Creates and manages a program of orientation and training Regents in accordance with CT Public Act 22-16.
  • Creates, plans, and manages Board self-evaluations, retreats and other appropriate training in conjunction with CSCU Chancellor and Senior Leadership and Board of Regents leadership.
  • Ensures the publication, maintenance, and the archiving of official documents such as minutes, resolutions, and policies as custodian of official Board records.
  • Oversees the Digital Archive Project to create a digital, permanent, searchable record of all resolutions and related documents. Supervises CSU Master's degree intern(s) studying information systems and/or library science.
  • Manages, in conjunction with the Chief Compliance Officer and the General Counsel, the regular review and revision of all policies of the Board of Regents, Board bylaws, and Board procedures.
  • Represents the Board, CSCU Chancellor or Board Secretary as appropriate and/or assigned.
  • Works closely with the Vice Chancellor for External Affairs and the Director of Communications on Board communications, press inquiries and statements by members of the Board to ensure alignment with Board strategies and priorities.
  • Actively participates in strategic planning focusing on system-wide priorities, trends in higher education and higher education systems, best practices of comparable Boards.
  • May provide direct staffing as necessary to Board committees.
  • Develops and administers the annual budget for Board activities.

Minimum Qualifications:

Incumbents are required to have demonstrated advanced knowledge and abilities in the following:

  • Juris Doctorate (JD) and a strong educational background in business administration, law, or a related field.
  • Knowledge of effective governance practices, Robert's Rules of Order, Freedom of Information Act compliance, State Code of Ethics/ethics of governing boards.
  • Ability to lead and manage multiple projects and duties simultaneously with attention to detail and meeting deadlines.
  • Ability to make independent decisions on matters of significance, free from immediate direction, within the scope of their responsibilities. Primary activities and decision-making authority are predominantly performed independently affecting business operations to a substantial degree.
  • Leadership skills which emphasize collaboration, consensus building, conflict resolution, and problem solving.
  • Outstanding communications skills in writing, speaking, listening, analyzing, and critical thinking.
  • Commitment to organizational effectiveness.
  • These skills and abilities typically are acquired through a combination of education and training, for a total of not less than five years.
Candidates must possess effective organization and management skills in complex organizations, must be able to work effectively with a culturally, linguistically, and ethnically diverse Board, faculty, staff, and students. Excellent oral and written communication skills, information technology skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.) and website platforms, such as YouTube.

Preferred Qualifications:
  • Service in a governing board professional role, such as Board Secretary or similar position in a higher education institution or a not-for profit organization with a board of directors


Starting Salary:
Anticipated Salary; $140,721 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate's qualifications such as education and job-related experience, and internal equity.
