Director, Administration & Personnel

Job Summary

The Director of Administration & Personnel in the Spencer Fox Eccles School of Medicine (SFESOM) Dean's Office directs the operations and strategic planning of personnel management. This position collaborates with Dean's Office leadership to develop and execute effective human resources strategies to enhance operational and educational objectives. This is a central leadership position in the Dean's Office and reports to the Administrative Director for SFESOM Education.

Responsibilities
  • Provide leadership, guidance, and counsel to Dean's Office leadership on all human resources and personnel matters, including talent management, change management, organizational development, and employee engagement
  • Collaborate with leadership to ensure the organization is aligned to School of Medicine mission and values; drive implementation of human resources strategy in support of short- and long-term operational and educational goals
  • Proactively assess organizational development needs, make recommendations, and implement appropriate solutions
  • Provide direction and support on organizational structure, position description development, and recruitment options and strategies for job openings
  • Lead space planning, utilization, and building occupation efforts by evaluating and addressing needs, making and monitoring space assignments, and developing processes and procedures.
  • Assist hiring teams with search committee support, development of interview stages and process, and provide direction on the candidate interview experience
  • Advise on and approve salary recommendations, ensuring salary equity among staff for incoming new hires, through annual budget process, and as issues/opportunities arise
  • Partner with leadership and finance teams to report on and review staffing, space utilization, budget needs, etc.
  • Partner with leadership and management teams to improve work relationships, build morale, and increase productivity and retention through 1:1 meetings and as the lead for the Dean's Office Director Team
  • Provide performance management guidance to leadership and supervisors through coaching, counseling, career development, disciplinary action, and separations
  • Lead the annual performance evaluation process by training employees and supervisors on the system, providing counsel to supervisors, tracking completion, and ensuring University compliance
  • Supervise Dean's Office administrative team and provide guidance on administrative function and support, including oversight of administrative budget
  • First point of contact for all Dean's Office staff on human resources questions and requests
  • Develop, maintain, and promote staff employee engagement, team building, professional development, and other opportunities
  • Lead department Emergency Management preparedness
  • Lead department in completion of annual regulatory compliance
  • Facilitate cooperative and collaborative relationships with University Human Resources Management, U Health Design & Construction team, other universities, regional campuses, and community partners
  • Ensure University processes and procedures are adhered to and appropriate files are kept and maintained
  • Participate in SFESOM and University wide committees
  • Special projects, as needed

Minimum Qualifications
Bachelor's degree in Business Administration, Health Care Administration or related area, or equivalency (one year of education can be substituted for two years of related work experience); eight years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communications skills required.

Master's degree in Business Administration, Health Care Administration or related area preferred.

Department Specific Qualifications:
  • Master's degree in Business Administration, Public Administration, Human Resources Management, Organizational Development, or related
  • Previous human resources experience across multiple disciplines including but not limited to hiring, recruitment, compensation, incentive rewards, employee relations, conflict resolution, and/or organizational development
  • Previous supervisory experience
  • Familiarity with University of Utah policies and procedures is preferred
  • Human resources certification (PHR, SPHR, SHRM-CP, SHRM-SCP, etc.) is preferred
