Position Description
The Enterprise IT Business Analyst III plays a critical role in understanding and documenting the business processes of Texas Tech University departments. This position is a liaison between IT and functional departments, assisting in technology requests and ensuring alignment between business needs and IT solutions. The analyst is responsible for conducting complex business analysis, collaborating with stakeholders, and providing strategic insights to drive process improvements. As part of the central IT Division, this position may interface with key IT leadership and functional leadership across Texas Tech University System institutions. The Enterprise IT Business Analyst III is expected to function at a senior level, providing expertise in business analysis, technical requirements gathering, and process optimization.

Major/Essential Functions
  • Maintain knowledge of institutional business processes. Perform business analysis in collaboration with stakeholders to identify and document business needs. Convert business use cases into technical requirements to ensure successful IT work initiatives. Collaborate with internal teams and stakeholders to review strategies, explore options, and address potential issues to ensure successful work initiatives. Identify opportunities for improvement and recommend changes to enhance the efficiency and effectiveness of processes. Work Environment This position operates within a collaborative IT environment and requires interaction with IT leadership, business users, and functional leadership across Texas Tech University System. The role involves independent problem-solving, cross-functional collaboration, and contributing to enterprise-wide IT initiatives.
  • Leads complex, multi-department and multi-institution requirements workshops; ensures alignment across conflicting priorities and institutional policies.
  • Authors comprehensive, audit-ready BRDs, FRDs, integration specs, and data migration plans for multi-institution environments with zero rework.
  • Analyzes and optimizes high-impact, high-volume cross-module processes spanning multiple institutions.
  • Directs enterprise-scale UAT for multi-institution cycles including parallel testing and regulatory validation.
  • Designs and delivers train-the-trainer programs standardized across multiple institutions; creates institutional templates for user documentation and job aids.
  • Ensures all configurations and deliverables comply with FERPA, Title IV, IPEDS, and institutional audit standards.
  • Mentors Level I and II analysts; conducts peer reviews and establishes system-wide BA best practices.


Required Qualifications
Bachelors degree in Business, Computer Science, MIS or similar field and 3 - 5 years of related experience. Additional job related experience may be substituted for the required education on a year-for-year basis. Experience in higher education with exposure to business processes, business analyst training, or work experience in functional departments.

Applicants for this Security Sensitive Level II position will be subject to a criminal background check and must pass a drug and alcohol test after a conditional offer of employment has been extended, but before employment can be confirmed.

This position is designated as involving access to critical infrastructure systems and/or research, as defined by Texas Executive Order GA-48. As such, candidates must successfully complete a comprehensive background check prior to employment. Employees are required to comply with all applicable state and federal regulations related to the protection of critical infrastructure. Ongoing employment is dependent upon maintaining eligibility for access and successfully passing periodic security and compliance reviews.

Preferred Qualifications
3+ years of advanced experience with ERP/SIS platforms (e.g., Ellucian Banner, including custom development and system upgrades); advanced certifications such as CBAP, PMP, or ITIL Expert; leadership experience in higher education IT transformations or ERP implementations; expertise in stakeholder management across multi-institutional settings; familiarity with enterprise architecture frameworks (e.g., TOGAF).
