JOB TITLE:
Senior Program Manager, WIND
JOB PURPOSE:
The purpose of this position is to provide strategic leadership for the Wyoming Assistive Technology Resources (WATR) program within the Wyoming Institute for Disabilities (WIND), ensuring compliance with the Assistive Technology Act and all applicable federal, state, university, and sponsor requirements.
This position will lead the administration, staff supervision, grant development and management, strategic partnerships of the Wyoming AT Act program (WATR) while collaborating with other WIND programs to advance the institute's mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide strategic leadership, administration, and oversight of the Wyoming Assistive Technology Resources (WATR) program, ensuring effective statewide implementation of assistive technology services and activities consistent with the Assistive Technology Act and other applicable federal, state, university, and sponsor requirements.
- Direct program planning, implementation, evaluation, budgeting, federal and state reporting, and continuous quality improvement to ensure achievement of contractual deliverables, performance measures, and long-term program sustainability.
- Ensure compliance with all federal grant requirements, reporting obligations, fiscal accountability standards, and data collection and performance measurement activities required by funding agencies.
- Develop and implement statewide strategies that expand access to assistive technology, increase awareness, strengthen service delivery systems, and improve outcomes for individuals with disabilities across the lifespan.
- Identify funding opportunities; develop competitive grant proposals; oversee funded projects; and prepare timely programmatic, fiscal, and performance reports.
- Supervise and mentor professional staff, establishing priorities, supporting professional development, conducting performance evaluations, and fostering a culture of accountability and excellence.
- Develop curriculum and deliver instructional content related to assistive technology to build statewide capacity to support individuals and families.
- Represent Wyoming Assistive Technology Resources at national, regional, and state meetings, including required Assistive Technology Act conference and leadership meetings, to ensure program compliance, knowledge exchange, and adoption of emerging best practices.
- Maintain active engagement with the national assistive technology network, including AT3 Center initiatives, national Assistive Technology Act special interest groups, the Association of University Centers on Disabilities (AUCD), and other professional organizations relevant to assistive technology, rehabilitation, communication, education, and disability services, including the Wyoming Speech-Language-Hearing Association (WyoSHA) and the American Speech-Language-Hearing Association (ASHA), as appropriate.
- Maintain required professional licensure, certifications, and credentials, and pursue continuing education necessary to remain current with federal requirements, evidence-based practices, and emerging trends in assistive technology and disability services.
- Collaborate with WIND programs and external partners to integrate assistive technology into initiatives that support health, education, employment, independent living, and community participation for individuals with disabilities.
- Exercise independent judgement in resolving complex programmatic, operational, and administrative issues while ensuring effective stewardship of resources and timely completion of program objectives.
- Perform other duties as assigned in support of the mission and strategic priorities of the Wyoming Institute for Disabilities.
SUPPLEMENTAL FUNCTIONS:

MINIMUM QUALIFICATIONS:
Education & Experience:
- Bachelor's degree in a related field and 4 years progressively responsible work-related experience.
Required licensure, certification, registration, or other requirements:
- Valid driver's license with a motor vehicle record (MVR) compliant with the Driving for University Business SAP.

Experience Evaluation
Minimum experience requirements are evaluated on a full-time equivalent (FTE) basis. Relevant part-time experience will be prorated based on hours worked. For example, two years working an average of 20 hours per week is equivalent to approximately one year of full-time experience.
Applicants must include the average hours worked per week for all current and previous positions. Failure to provide this information may affect the evaluation of qualifications.
DESIRED QUALIFICATIONS:
- Master's degree and 4 years work-related experience.
- Knowledge of assistive technology and its application to support independence, communication, education, employment, and community participation.
- Knowledge of current federal & state disability law (Section 504 and 508 of the Rehabilitation Act) Title II of the American Disabilities Act (ADA) and Amendments Act (ADAAA), as they apply to programs and activities.
- Ability to apply problem-solving techniques and professional judgment in complex, confidential and sensitive situations.
- Ability to work effectively with faculty, staff, students, families and other customers from different backgrounds.
- Skills to supervise and train staff, including organizing, prioritizing, and scheduling work assignments.
- Ability to adhere to high standards of integrity, confidentiality, and honesty.
- Knowledge of intellectual/developmental disabilities systems and supports.
- Knowledge of project planning, leadership, and supervision theory, methods and practices.
- Knowledge of assessment and data analysis techniques, methods and practices.
