Anticipated Hiring Range: $63,288 - $77,748

Direct Supervisor: Chief Human Resources Officer

Lead the systems, processes, and operations that support our people.

Associated Students Inc. at Cal State Fullerton is seeking an experienced Human Resources Manager to oversee the operational functions, systems, and processes that support employees throughout the organization.

This position plays a critical role in ensuring HR operations are accurate, efficient, compliant, and responsive. From HR information systems and benefits administration to compensation, performance management, and workforce reporting, the Human Resources Manager will help maintain the infrastructure that allows ASI to support its employees effectively.

We're looking for someone with substantial hands-on HR experience, strong technical skills, and the ability to improve processes while maintaining a high standard of service, accuracy, and confidentiality.

What You’ll Actually Do

  • Manage ASI's HR technology platforms, including Dayforce, Engagedly, benefits administration systems, and the Titan Training Hub.
  • Maintain HR data integrity, oversee system updates and integrations, troubleshoot issues, and coordinate with software vendors.
  • Develop recurring HR reports, dashboards, and workforce analytics to support organizational planning and decision-making.
  • Administer organization-wide annual performance reviews and probationary evaluation processes.
  • Manage compensation administration, including pay adjustments, equity analyses, compensation studies, and employee notifications.
  • Partner with Payroll to ensure employee changes are processed accurately and on time.
  • Oversee benefits administration, including CalPERS, monthly reconciliations, employee support, and annual open enrollment.
  • Maintain HR compliance, including employment documentation, mandatory training, I-9 requirements, and required state and federal reporting.
  • Analyze recruitment metrics and support staff and student recruitment efforts as needed.
  • Manage HR records, retention requirements, and personnel documentation.
  • Support employee engagement surveys, recognition initiatives, and HR-sponsored activities.
  • Coordinate workers' compensation reporting and provide initial intake for employee relations concerns.
  • Supervise the HR Administrative Assistant and provide technical guidance and mentorship to HR Coordinators.
  • Identify opportunities to streamline HR processes, strengthen systems, and improve the employee experience.

What This Looks Like in Practice

You may start your day reviewing HR data to identify discrepancies before payroll is processed, then troubleshoot a Dayforce issue or prepare workforce reports for leadership.

Later, you could be coordinating a compensation adjustment, reviewing benefits enrollment records, following up with supervisors on overdue performance evaluations, or helping an employee understand a retirement benefit.

You may also be preparing for an annual performance review cycle, managing a system update, or identifying ways to make an HR process more efficient.

This is a hands-on management position that requires both technical expertise and a strong understanding of the people and processes behind the data.

We’re Looking for Someone With

  • A bachelor's degree in human resources, business administration, or a related field, or an equivalent combination of education and experience.
  • Five to eight years of progressive operational experience across major HR functions.
  • PHR or SPHR certification.
  • Demonstrated experience implementing or managing a comprehensive HRIS/HCM platform with multiple modules.
  • Experience administering employee benefits, payroll, and organization-wide performance management processes.
  • Strong knowledge of federal and California employment laws and regulations.
  • Advanced Excel skills, including reporting, pivot tables, charts, and lookup functions.
  • Experience managing data across multiple HR systems, maintaining data integrity, and producing meaningful workforce reports.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent communication skills and the ability to explain HR systems, requirements, and processes to employees and supervisors.
  • Sound judgment and the ability to handle confidential employee information appropriately.

Preferred Qualifications

  • Experience building or improving HR processes and systems.
  • Experience administering complex public-sector benefits or retirement programs, such as CalPERS.
  • Experience in higher education, nonprofit, or mission-driven organizations.
  • Experience supporting high-volume or early-career employee populations.

What Success Looks Like

The right candidate understands that strong HR operations depend on more than reliable systems. They require consistent processes, accurate information, thoughtful communication, and a commitment to serving employees.

We're looking for someone who takes ownership of their work, anticipates problems, and looks for opportunities to improve how HR functions across the organization.

This person should be comfortable working independently, managing competing priorities, and serving as a technical resource for colleagues who may have little experience with HR systems or requirements.

Just as important, the Human Resources Manager must be able to translate complex HR information into clear, practical guidance, helping employees and supervisors understand what is required, why it matters, and how to navigate the process successfully.

Why ASI?

Associated Students Inc. at Cal State Fullerton is a student-governed nonprofit organization supporting the largest student population in the California State University system, with more than 46,000 students.

ASI operates a wide range of programs, services, and facilities and is one of the largest student employers on campus. Supporting a workforce that includes professional staff and hundreds of student employees requires reliable HR systems, effective processes, and a strong commitment to service.

As Human Resources Manager, you'll help strengthen the operational foundation of an organization whose work directly supports the Titan experience.

Salary: $63,288-$77,748

Benefits: ASI offers a comprehensive benefits package for eligible employees.
