Responsibilities*
The Research Area Specialist Senior will be responsible for analysis of complex issues related to health and human services policy, and will examine issues in population health and health care focused largely on access to care, cost, quality, and effectiveness of care. Policy work will include a focus on the intersection of health care and supportive human services, with an emphasis on the integration of health and human services delivery models. Experience with program implementation and project management are desirable as well as demonstrated ability to lead projects independently as well as with a team.

Evaluation work will include proposal writing or contributing significantly to proposal submissions, designing evaluation plans in consultation with client needs, developing logic models, determining outcome and process measures, identifying data sources, conducting analysis and developing reports for client review and presentation. Survey work will include questionnaire design, analysis and developing and writing issue briefs or other written products. Experience and training with both qualitative and quantitative methods is desirable. This individual must be comfortable working in a team environment and able to work with a diverse group of colleagues, clients, subject matter experts and project staff on an on-going basis, while working on multiple concurrent projects. Project management skills and the ability to adhere to tight deadlines are a must.

This individual will be high functioning working independently as well as in teams, and will work on multiple concurrent projects.

Required Qualifications*
  • Master's degree in public policy, public health or a related field.
  • Minimum of 5 years of health policy experience.
  • Strong analytic skills, including the use of data to support organizational objectives.
  • Experience managing programs and processes, monitoring budgets, delegating tasks and managing communication with internal and external partners. Demonstrated ability to lead projects through to completion within defined guidelines.
  • Highly motivated with a strong work ethic.
  • Willingness to work in a highly interactive and collegial group of analysts. Excellent interpersonal skills.
  • Excellent organizational skills and attention to detail, including demonstrated ability to manage and prioritize multiple activities.
  • Excellent verbal and written communication skills.

Desired Qualifications*
  • Experience with the use of public data and survey data.
  • Experience writing business plans, grant proposals and identifying grant funded opportunities.
  • Experience working with marketing and communications staff to promote external awareness of organizational services and capabilities.
